Qualifications:
- Nominee has to be Halachicaly Jewish (according to Orthodox standards)
- Nominee has to have never owned a Kosher pair of Tefillin
- Nominee has to want to start putting on Tefillin consistently
- Nominee has to 14 years old or older
- Nominee has to commit to learning about Tefillin with an approved Rabbi or Chavrusa
